| 'Wiki bill' relies on Coloradans to fix I-70 congestion
Colorado Sen. Chris Romer on Friday launched a citizen effort to craft legislation addressing the congestion on Interstate 70. I-70 is the major east-west artery through Colorado, and on weekends carries thousands of people from the Denver area into the state's ski resort areas. Romer, D-Denver, calls his effort at involving citizens in the legislative process a "wiki bill," and says it's a first for the country. The name comes from the online encyclopedia called Wikipedia, which is written and edited by users. A "wiki" is a generic term for a website where users can contribute their ideas. "My fervent hope is that the collective brain of all of Colorado is at least as powerful as the people in the Capitol," said Romer. "I believe that Colorado's pioneering spirit can solve this problem and fix I-70 now." Romer's soliciting ideas for his wiki bill online at groups.google.com/group/fixI70now.
Rey: States that back roadless forests should pay for fire costs
Rey, the undersecretary for natural resources and the environment in charge of the U.S. Forest Service, said the Bush administration has encouraged states and local governments to offer input in the management of federal lands. But he told a Wildland Urban Interface conference that one of the unintended consequences is that state-imposed moratoriums on development in roadless areas boost the cost of fighting fires because of reduced access to housing subdivisions that sprout up on the edge of those forests. "In a number of cases, most recently in the state of California, the states have weighed in with a profound desire not to see any roadless area incurred as a broad matter of environmental priorities. And I frankly don't have any quarrel with that as a statement of environmental policy," Rey said.

Police hunt killer after British student is found butchered and part ...
We were called after a mobile phone was found in a garden and checks revealed it belonged to the victim. "This was a particularly nasty murder and the victim was found with a deep cut to her throat." Italian news reports said that the elderly woman who found the phone had also reported receiving a telephone threat from a mystery woman. Miss Kercher is believed to have attended the Old Palace School of John Whitgift, an independent day school for girls aged four to 18 in Croydon which boasts of offering a "first class education" and where fees are £9,570 per year. Friends in Perugia described the student as "tranquil and interested in only her studies". In one of her last messages to friends on the Facebook site last month Miss Kercher described how she had been eating too much at a famous chocolate festival that takes place in Perugia every October.

Xenophobe: Warrior Princess
We need to teach this vein of sentiment as an antidote to the ubiquitous provincialism being deplored in these comments, but nobody seems to be advocating this point of view. Shortly after WWII presidential candidate Wendell Willkie wrote "One World," and a movement arose. Whatever happened to it? A few declared people declared themselves 'citizens of the world.' We have not moved forward since. .
Michael Pointer: Purdue Q&A
Question: When will the Purdue quarterback actually look off his primary receiver and go through his progressions? From what I saw Saturday, come-heck-or-high-water, Curtis Painter is going to throw to his primary, even if there is a crowd. And, on two of those interceptions, no Boiler receiver was in the area. I haven't seen anyone say that a receiver zigged when he should have zagged. Were those interceptions all on Painter? Quotes from coaches and Painter seem to suggest so. (Mike from Kokomo) Answer: Mike, I have covered four quarterbacks since I've been on the Purdue beat: Brandon Hance, Kyle Orton, Brandon Kirsch and Painter. (I missed having the pleasure of covering Drew Brees.) I heard that complaint about everyone of them, including Orton, who had 31 touchdown passes and just five interceptions as a starter.
